The report mentions that illiteracy, which seriously affects women, has not yet been covered by the strategy developed by the Ministry of Education, Youth and Sports.

Education, in particular the eradication of illiteracy and human rights education in general, is essential in raising the awareness of disadvantaged groups of their rights.

The establishment of the Department for Continuing Education, Literacy and Diversity (SECAD), in 2004, within the Ministry of Education.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) provided technical assistance in specific areas including the Education for All initiative, technical and vocational education and training, early childhood education, teacher training, adult literacy, inclusive education and higher education.

They include the 1986 1989 National Literacy Plan and the 1990 1992 Federal Literacy and Basic Education Programme for Adults.

In its resolution 59 149 on the United Nations Literacy Decade education for all, the General Assembly recommended specific action by requesting all relevant entities of the United Nations system, in particular the United Nations Educational, Scientific and Cultural Organization (UNESCO), in cooperation with national Governments, to take steps to address the needs of countries with large populations of illiterate adults, with particular regard to women.

In spite of the high rate of illiteracy among the older groups, current indicators state that the education level of women dramatically increases.

There are efforts to eradicate technological illiteracy by creating information centres and providing computers and creating youth and sports clubs.
