54. Social security is currently governed by three acts the Social Security Act 1993, the Social Assistance Act 1993 and the Local Authority Social Services Act 1991.

The same position has been expressed by the government authorities, the trade unions in the IMSS and the ISSSTE and the central and other trade union organizations in the country.

In 1994, the State Social Insurance Fund was established to administer the social tax and to provide social services, and was transformed into a non profit organisation, public joint stock company State Social Insurance Agency in 1998.
