Throughout the review period there have been remarkable initiatives and activities by civil society organizations, particularly in the areas of social services, environment and local and community development.

The creation of local networks combining health services and social services is an organizational and clinical effort designed to bring services closer to the people and to improve access to the health and social services network.

The ISSSTE is a member of the International Social Security Organization (ISSA), of the Inter American Conference on Social Security (CISS) and the Ibero American Social Security Organization (OISS) and as such benefits from the programmes, investigations, publications, electronic data and academic studies offered by those organizations.

UNIFEM also provided technical and financial support to civil society organizations promoting women's rights and providing legal services.

The services it offers are the following (1) legal support, (2) psychological and social rehabilitation, (3) provision of medical services, (4) forwarding to accommodation structures, (5) contribution to the safe repatriation of the victim, (6) forwarding the victims to organizations in the country of origin who will see to their successful social integration following their repatriation.

Further provision of social services and social welfare through the Ministry of Social Affairs and its network of integrated social services centres would be required.

In the area of social services, the Agency was providing support to a network of 102 community based organizations that addressed in particular the needs of women, children, youth and disabled persons.

The Cities and Villages Development Bank, the Agricultural Credit Corporation and the Cooperative Organization offer loans to farmers, in addition to cultural, sporting, religious, tourism and social development services, transport and municipal and rural services.

These projects encourage rural women to organize themselves to defend their rights as women and in seeking and organizing community services.

8. Social services

In 1994, the State Social Insurance Fund was established to administer the social tax and to provide social services, and was transformed into a non profit organisation, public joint stock company State Social Insurance Agency in 1998.

In cases where a member requests special services from the Organization, the Council shall require that member to pay the costs of such services.

In order to improve the administration of public functions in the area of social assistance, emphasizing the focus on the recipient of the service, a public agency the Social Assistance Fund has been established, which organizes annual public procurement tenders for the provision of social assistance services among legal persons.
