26. Mr. Millette (Grenada) said that change was a dynamic and beneficial process in societies and, now, in the United Nations as it underwent reform.

Criminal justice institutions and processes continue to require reform and strengthening in eastern and south eastern Europe.

Thirdly, the reform should be a gradual process in which the interests of overall United Nations reform should be kept in mind.

As noted elsewhere in the present report, the reform processes initiated by the Special Committee in 1991, which brought about a number of changes and improvements in its approach, methods and procedures, continued to be actively pursued in 2005.

63. This procedure, which was introduced around 1961, seems never to have had a clear legal basis it was abolished during the recent reform of criminal procedure.

This is best accomplished by due consideration of all proposals for reform, in a process within the established procedures and mechanisms of the General Assembly.

The best procedure is to involve the rank and file from the beginning to the end of the reform cycle that is, from the conceptualization, through the analysis of risks, to the design and implementation of the key reform components.

106.
