MDG 7 focuses on the environmental aspects of sustainable development and is particularly important for this MYFF goal.

The outcome of the International Conference on Financing for Development is a crucial element of the implementation of the Millennium Development Goals (MDGs).

The decision to allocate resources for targeted projects was taken on the basis of clear criteria weighted by expressed needs capacity to deliver and potential for non core resource mobilization.

At the same time, development projects in targeted sectors need financing that is stable, adequate, predictable and lasting.

Strengthen political will and commitment to implementing the Cairo financial targets so as to achieve the Conference goals as an integral part of the implementation of the Millennium Development Goals.

This level of contributions is consistent with the objectives set forth in the UNDP 2004 2007 MYFF and represents an encouraging trend towards achieving the overall target of 1.1 billion by 2007.

All the core resources had increased to varying degrees however, the financing goals of each agency were still far from being met.

Funds have to be raised for this purpose.

It should be our ultimate goal in the search for appropriate financing of the MDGs.

In addition, where agencies have received funds on a grant basis from the Fund under objectives 1 and 2, and where such agencies have subsequently raised other funds for the same purpose, it will be incumbent upon the agency to reimburse the Fund.

Without departing from the principle of voluntary funding, Member States could arrive at a firm compact on resource targets and a collective commitment to meet them.

II. Problems with current funding arrangements

A call for proposals for and an international bidding process is under preparation.

No less than an extra 50 billion to 60 billion must be raised every year in order to achieve the MDGs.

However, present funding constraints have delayed the introduction of improved standards for refugee primary schools.

Indeed, the main benefit of the multi year financing framework approach is that it integrates programme objectives, resources, budgets and outcomes.

In most countries, the Goals will simply not be met under existing financing schemes and restrictions on aid flows.

PRIVATELY FINANCED INFRASTRUCTURE PROJECTS

It is proposed that the upgraded Fund include a grant element with a view to achieving an overall target of 500 million that would comprise the current revolving facility of 50 million and a grant facility with an eventual target of 450 million.

All participants recognized the link between financing for development and the attainment of internationally agreed development goals and objectives, including those contained in the United Nations Millennium Declaration.
