Ambassador Al Doory s name appeared in a note verbale addressed to the United States Mission by the Permanent Mission of Iraq listing 10 members of the Iraqi delegation requiring visas to come for the fifty third regular session of the General Assembly.

It meant he was a dead pigeon.

He recalled that the United States Mission issued about 6,500 visas a year.

The United States Mission had worked very closely with two of the missions that had made interventions on visas during the meeting, namely, the Permanent Mission of Cuba and the Permanent Mission of the Russian Federation.

If the five representatives and five alternate representatives are not specified, as required by the rules of procedure of the General Assembly, the first ten members of the delegation in the order of their listing will then be considered as Representatives and Alternate Representatives, for the purpose of publishing the lists of delegations.

The first delegation inscribed on my list is the delegation of Pakistan, Ambassador Khan.

He encouraged all delegations to contact the United States Mission when problems regarding the issuance of visas were anticipated or had occurred.

The Moroccan delegation associates itself with the statement made by the delegation of Jamaica on behalf of the Group of 77 and China and with the statement made by the representative of Namibia on behalf of the African Group.

The delegation of Panama fully endorses the statement to be made by the delegation of El Salvador on behalf of the countries of the Central American isthmus and the delegation of Paraguay on behalf of the Rio Group.

Each delegation shall consist of not more than five representatives, and five alternate representatives, and as many advisers and experts as may be required (Rules of procedure of the General Assembly, Section III, rule 25).

Prospectuses must be signed by two sponsor representatives.

Statements were made by representatives of 29 Parties, including one speaking on behalf of the European Community and its member States, one speaking on behalf of the Group of 77 and China, one speaking on behalf of AOSIS, and one speaking on behalf of the African Group.

Except as provided in rule 42, the Conference shall normally vote by show of hands, but any representative may request a roll call, which shall then be taken in alphabetical order of the names of the States participating in the Conference, beginning with the delegation whose name is drawn by lot by the President.

Since by 28 October the visas had not yet been issued and it had become evident that the participation of the Belarus delegation in the work of the General Assembly had already been disrupted, the Secretariat of the National Assembly requested the Embassy to return the passports of the two delegates.

The Permanent Representative of Cuba expressed gratitude for the efforts of the United States Mission to resolve the problems associated with the granting of visas to Cuban officials throughout 2005.

Had the Permanent Mission of Iraq been willing or able to provide the information sought by the host country to clarify the specific identity of the delegate, Ambassador Al Doory s visa would have been ready along with the visas for the other members of the delegation.

He stressed that the Mission was doing its utmost to ensure that visas were delivered on time.

66. Ms. Hormilla (Cuba) said that her delegation endorsed the statement made by the representative of Tanzania on behalf of the Group of 77.

The Acting President I would now request the delegations concerned to approach the Secretariat and sign the necessary forms.

Member States may wish to include one or more representatives of industry in their official delegations.

Let me state at the outset that my delegation subscribes to the statements made earlier by the representative of Malaysia on behalf of the Non Aligned Movement and by the representative of Jamaica on behalf of the Group of 77 and China.
