OIOS also noted that the Geneva plan, which is administered directly by the United Nations Office at Geneva and, like Van Breda, which applies a 14 per cent fee rate, processes claims originating from more than a hundred countries, incurred, in 1997, administrative costs which represented only 0.7 per cent of the claims.

(25) As regards income from management cost, it is required to make disclosure of the amount of such income at current period and last period according to such categories as income from securities investment fund management cost and income from social security fund management cost.

The programme should be restructured to make it easier to administer and to ensure that claims and administrative costs are adequately controlled.

The fees vary for each of the managers contracted.

(b) Management fees

The Office earned a total of 66,666,826 from support costs and management fees during the biennium 1996 1997.

For 1999, the UNIDO budget does provide for building management staff and building operation costs the agency s building management costs, which are anticipated to be 21 per cent of the total operating costs, are budgeted under a single object of expenditure.

8. Insurance premiums as measures of the effectiveness of risk management activities

For these services, the plan administrators are paid administrative fees at rates which vary from company to company and which are based in part on the dollar value and or number of claims processed during each calendar year, with the exception of HIP and Kaiser, which include such fees in the premium.

The actual ratio of administrative costs to the total pensionable remuneration has varied from biennium to biennium, but on average, the administrative costs have remained within the limit of 0.18 per cent of pensionable remuneration on a quot net basis quot , i.e., excluding non recurrent administrative costs.

In accordance with the Convention and the 1994 Agreement, the administrative expenses of the Authority shall be met by assessed contributions of its members until the Authority has sufficient funds from other sources to meet those expenses.

Resources should be allocated for regular reviews of the claims in question and subsequent corrective action taken, as necessary, to ensure that they are handled efficiently by the plan administrators and that the latter s claim settlement figures and administrative charges are accurate and reasonable

Direct costs are defined as unequivocally linked with programmatic activities, while indirect costs are defined as those incurred during the management of programmatic activities.

Fraud detection is one of the key services provided by the plan administrators and paid for in the administrative fee to the company.
