One of the key issues underlying discussions on funding is how best to finance the three basic categories of expenditures programme expenses programme support costs and administrative expenses.

According to Iran, the claim for project expenses relates to expenses due to amortization of equipment and devices, repairs and keeping of bouyants, administrative and staff costs during the postponed period .

The Executive Board, in proposing the share of proceeds to cover administrative expenses and registration fees to recover any project related expenses, may consider proposing lower fees for small scale CDM project activities.

It also reaffirmed the provision of article IV, paragraph 2, of General Assembly resolution 2186 (XXI) regarding expenses for administrative activities of the United Nations Capital Development Fund , i.e., that assessed contributions should cover the administrative expenses, and, as an interim measure , called upon the Administrator of the United Nations Development Programme to bear such costs from the administrative budget of the Programme .

In accordance with the Convention and the 1994 Agreement, the administrative expenses of the Authority shall be met by assessed contributions of its members until the Authority has sufficient funds from other sources to meet those expenses.
