The main reason for the reversal was that the 1994 1995 figure included a net gain on exchange of 1.1 million, while the 1996 1997 figure included a net loss on exchange of 4.5 million.

This was because the cumulative deficit in reserve had decreased from minus 4.2 million to minus 3.8 million and there was a continued recovery in the values of assets such as construction costs.

Finally, despite China s status as one of the world s largest net creditors, it has been running a deficit on its investment balance for years. If this pattern persists, China may well face a balance of payments constraint on growth in the future.

As indicated in paragraph 249 of the report of ICSC, the combined effect of the ICSC proposals would bring the United Nations United States net remuneration margin to around the mid point of 115 for the year 1996 by application of net remuneration increases which would amount to between 9 and 10 per cent on a weighted average basis.
