The Advisory Committee welcomed the Force's intention to convert a number of international posts to national posts and to hand over functions from international staff to national staff.

It is within range when the number of its nationals appointed to such posts is between the upper and lower limits of the desirable range and it is overrepresented when the number of its nationals appointed to such posts exceeds the upper limit of the desirable range.

It is underrepresented when the number of its nationals appointed to such posts is below the lower limit of the desirable range.

For the purposes of paragraph 1 of this article and article 9 of this Convention, public official shall mean a public official or a person who provides a public service as defined in the domestic law and as applied in the criminal law of the State Party in which the person in question performs that function.

The staff member has a special post allowance to the P 2 level.

If a member of the Committee dies or resigns or declares that for any other cause he or she can no longer perform his or her Committee duties, the Chairperson of the Committee shall notify the Secretary General who shall then declare the seat of that member to be vacant.

Austria

The Committee was informed that five Professional posts continue to be encumbered by staff at lower levels than budgeted, including an Assistant Secretary General Chief of Staff post occupied at D 1, a P 5 Legal Officer post at P 4, a P 4 Information Officer post at P 3, a P 3 post of assistant in the Facilities Management Service at G 7 and a P 2 Information Technology Assistant post at FS 5.

The Advisory Committee further notes that a staff turnover factor of 5 per cent and 1.5 per cent has been applied to continuing posts in the Professional and General Service staff categories respectively a delayed recruitment factor of 50 per cent and 35 per cent has been applied for new posts in the Professional and General Service categories respectively in the costing exercise.

If a member of the Committee resigns or is otherwise unable to complete his or her term of office or to perform his or her functions, the Party who nominated that member shall nominate an alternate to serve for the remainder of the term.

The weighted staff position for each Member State comprises the total number of staff of that country by grade, multiplied by the gross annual salary by grade.

Of the requested 499 posts and temporary positions, a total of 452 posts and temporary positions would be deployed to the field.

If the staff is not evenly spread over the grades, changes in the Member State's representation status may occur.

The staffing table also includes the creation of two National Programme Officer and eight Local level posts in the field offices, one General Service (Other level) for programme support at headquarters, as well as two General Service (Principal level) and seven General Service (Other level) positions under management and administration.
