(2) to set down the scheme for personnel placement, solicit the opinions of the workers and the workers' representatives congress of the enterprise or submit the scheme to the worker's representatives congress for discussing

Regarding the buyout programme, the representative of CCISUA noted that no plan had been developed or shared with the staff representatives yet.

It would also be possible for staff representatives to propose candidates.

10. Recalls that the functions of staff representatives are official

After four years, during which staff representatives would have discharged their functional duties only partly or not at all, the staff representatives would have to resume performance of duties unrelated to staff representation on a full time basis, so as to compete for vacant posts on the same terms as other staff.

The head of the delegation may designate an alternate representative or an adviser to act as a representative.

(c) Crediting of hours to trade union delegates carrying out their functions and participation in training courses organized by the trade union organization

The Commission would then establish appropriate working groups, and that would be the basis upon which the Commission, CCAQ and the staff representatives would review the issues.

16. It was critical, in the view of the Working Group, that decisions of the Commission were seen to be taken against the background of a substantive contribution by both the staff representatives and the representatives of CCAQ.

Progress in promoting the participation of women in representational positions, such as in the National Assembly and on delegations to international meetings, had been modest, and she wondered what mechanisms had been put in place to facilitate such participation.

The representatives of FICSA and CCISUA expressed their satisfaction with the work done by ACPAQ and the business like atmosphere during meetings.

17. The Working Group also agreed that it was essential that the Commission and its secretariat, the staff representatives and the representatives of CCAQ should be partners in preparing the material so that all perspectives were considered.

(c) The review of the issues would take place under a flexible system of informal working groups composed of members of the Commission, staff representatives and representatives of CCAQ.

It was important for the reports to contain an adequate representation of the arguments advanced by both the staff representatives and CCAQ.

The representative of CCISUA took note of the report on the implementation of the new job evaluation Master Standard for the Professional and higher categories.

At that point, the Secretary General decided that there was a need for more formal consultations with the staff representatives.

23. The Board shared the concern expressed by the General Assembly, the organizations of United Nations common system and staff representatives about the persistent imbalance between the margin levels for different levels in the Professional category.

The representative of the Coordinating Committee for International Staff Unions and Associations of the United Nations (CCISUA) noted that his organization had made a statement to the Fifth Committee and that its position remained unchanged.

The Ombudsman has also participated in departmental staff and town hall meetings.

His delegation also fully supported UNIDO's global forum function.

In view of the expected size of the mission and the breadth of functions and tasks it would address, my Special Representative would be assisted by two Deputy Special Representatives, who are also already part of the senior leadership of UNAMIS.

50. However, the representatives of both staff and CCAQ saw the resolution of matters raised under items 3 and 4 of the Working Group s agenda as being crucial to an effective long term relationship.

28. In addressing those topics, members of the Commission made it clear that they did not wish to prevent the staff representatives and the representatives of CCAQ from expressing their views but that it would be inappropriate for them to participate in any recommendations.

37. Under the formula recommended by the Staff Management Consultative Committee, all staff representatives are released from their other official duties for the purpose of discharging their staff representational activities, either on a full time or on a part time basis.

31. It was decided that the joint views of CCAQ and the staff representatives would be appended to the present report (see appendix V).

The representative of CCISUA took note of the progress report presented by the ICSC secretariat and agreed with the statement made by the Human Resources Network representative.

An alternate shall be empowered to act and vote on behalf of the representative during the latter's absence or in special circumstances.
