To facilitate the use of the country strategy note and UNDAF as a framework for programming, steps should be taken to continue to harmonize programming cycles over the duration of a cycle and to streamline the preparation of programmes.

1. The Joint Inspection Unit (JIU) report on fellowships in the United Nations system was prepared in response to a request made by the Consultative Committee on Programme and Operational Questions (CCPOQ) of the Administrative Committee on Coordination (ACC) following its consideration of the report of the eleventh biennial meeting of the Senior Fellowships Officers of the United Nations system, held in Paris in September 1994.

A number of meetings have been held to help in the preparation of the UNU Strategic Plan.

While there is clear evidence of progress both in joint programming and the specific implementation of joint programmes, there will be further country level support and training in 2005 for United Nations agency staff in applying the guidelines.
