In general, the scope of application provisions are closely linked with the substantive provisions.

With regard to article 42, the legal scope of the provision should be emphasized.

The scope of application of the draft articles was too narrow in that it was restricted to treaties between States.

Paragraph 3 has been left out as a consequence of the discussion above regarding the scope of the provision.

The utilization of transboundary aquifers was the core issue with regard to the scope of the draft articles.
