The government is using a variety of instruments, including financial sector credit discipline, to rein in investment demand. Essentially, the government guarantee associated with financing public sector investment is being withdrawn as it should be.

Recognizing further that the majority of the world's poor still do not have access to financial services and that microcredit and microfinance are the subject of significant demand worldwide,

Resource needs

The emergence of institutional investors, such as pension funds and insurance companies, can encourage the development of stock markets, being an important source of demand for financial assets.

Moreover, because financial institutions assets were bought mainly with borrowed money, the shortage of credit is exacerbated by their need to deleverage. Since raising capital is difficult and costly, they deleverage by lending less.

For this they will need to turn to multiple sources of financing.

They lack information on available resources and ways of accessing these funds.

Defining the funding requirements

With time, they could leverage retained earnings, increasing their lending potential without additional paid in capital. This would imply the ability to finance an important proportion of unmet needs for infrastructure financing.

(a) Bilateral financing is granted to women's groups as subsidies to allow women to build up their working capital or to acquire capital goods.

Japan s deflation and economic stagnation over the last two decades stemmed largely from a dysfunctional financial system and a lack of private demand. The collapse of asset bubbles in the 1990 s left Japan s financial system and private sector saddled with a huge debt overhang.

Yet such investment will not be financed easily its return depends on a still elusive carbon price and will often materialize only in the long run, while improving energy efficiency implies replacing hundreds of millions of outdated vehicles and refitting hundreds of millions of energy voracious buildings. Adequate financing instruments are required for the right purpose at the right place and at the right scale.

But there's always a need for resources close by.

They should also focus on the need for improved income distribution and creation of new assets, adjustment of the education system to labour market needs and on financial reforms.

Recognizing the need for access to financial services, in particular for the poor, including access to microcredit and microfinance,

Economists conventional description depicts high finance as providing us with three types of utility. First, it allows for many savers to pool their wealth to finance large enterprises that can achieve the efficiencies of scale possible from capital intensive modern industry.

It should be possible to conceive of an aggregation of system wide resource requirements undertaken at the country level, comparing funding requirements of different agencies within the same country and verifying the basis and consistency of the demands for inputs addressed to each of them.

Reintegration activities would continue to be financed from voluntary contributions.

Action is needed on innovative financing, including the International Finance Facility (IFF) and an airline ticket levy.

In addition, to ensure price stability, it will be necessary to further reduce the need for domestic financing of Government deficits through reduced recurrent spending and sound fiscal and monetary policies.

It would offer large lines of credit to illiquid countries like Italy, with conditionality intended to help such countries resume borrowing from markets at reasonable cost.

Moreover, by encouraging better policy coordination and the pooling of financial resources, the Bretton Woods institutions boosted the effectiveness of international cooperation. And they enhanced stability by offering collective insurance to countries facing temporary hardship or struggling to meet their development financing needs.

It is likely that China will soon return to running very large current account surpluses potentially large enough to fund the US, with plenty left over for the rest of the world. As this capital cascades through the global financial system, it will re inflate the economy.

Second, the Chinese production mix does not correspond to domestic demand, and investment in long products has outpaced demand growth.

The demand for resources was greater than the supply the Social Development and Solidarity Directorate and the Ministry of Health both had funds available to meet pressing needs.

(c) Financing needs for the achievement of the Millennium Development Goals.

Effectiveness increases demand, but the latter is not followed by a concomitant increase in resources to maintain that effectiveness.

A range of financial services is needed to address the issue and to support South South trade.

In the eurozone, lower long term rates for government bonds are thus unlikely to improve the corporate sector s financing conditions and boost investment demand. By contrast, in the US, a much larger proportion of investment is financed by issuing bonds, which can have a longer maturity than bank loans.

Given the extent to which insufficient demand is constraining growth, investment should come first. Faced with tight fiscal (and political) constraints, policymakers should abandon the flawed notion that investments with broad and, to some extent, non appropriable public benefits must be financed entirely with public funds.

In the general discussions that followed, participants highlighted why innovative finance is needed, and what types of capacity building initiatives are needed for financing.

Rising demands accompanied by rising expectations are putting pressure on Government capacities to mobilize resources to meet these demands.

Financial liberalization would attract foreign capital seeking high returns in capital scarce countries, allowing them to invest more than they saved.

The key problem in times like these is that investor demand for safe, secure, and liquid assets and thus their value is too high, while demand for assets that underpin and finance the economy s productive capital is too low. The obvious solution is for governments to create more cash to satisfy the demand for safe, secure, liquid assets.

We call upon the UNDP and the United Nations Millennium Project to support operationalising of the achievement of MDGs by assisting Governments in sectoral investment needs assessments leading to costing and financing plans.
