As regards commission income, it is required to make disclosure of the amount of such income at current period and last period by category (income from application fee, income from redemption fee, income from transition fee and income from subscription fee).

(17) As regards income from selling repurchase securities, it is required to make disclosure of the beginning balance, ending balance and the agreed repurchase price at maturity of each trading place.

The procurement and inventory system will be purchased and implemented in the 2006 2007 biennium.

22. The Board examined the procurement of goods and services during the 1992 1993 audit of the Office of Project Services (now United Nations Office for Project Services) and concluded that there were few staff in the central procurement section with any recognized qualifications in procurement.

The Procurement Division s reporting system is functioning adequately, but continues to be fine tuned on a regular basis in order to be an effective management tool.

In the Board s view, procurement delays arose as a result of weak procurement planning at the global level.

The Committee is aware that the period covered by the current audit, namely the biennium 1996 1997, has not been affected fully by the procurement reform measures recently instituted by the Secretary General within the United Nations.

6. The Secretary General recognizes that the main aim of procurement reform is to improve the efficiency and cost effectiveness of the procurement function.

At the same time, commercial banks were no longer required by the Central Bank to mandatory subscription to treasury bills in February 1997 (the requirement was at least 40 per cent of their deposits).

In addition, it is incumbent upon each procurement officer in each case to determine that the prospective awardee is responsible.

During its interim audit in April 2005, the Board noted that there were still delays in excess of 100 days in both the time between the order dates and the dates that purchase orders were approved, and the time between the requisition dates and the requisition approval dates.

113. Short term projects are concerned with, in particular, the recruitment of additional staff, the acquisition of new electronic equipment, the enhancement of existing collections, subscription to additional periodicals, and the acquisition of supplementary CD ROMs.

The procurement regulations may set out a minimum time period for this purpose.

The Procurement and Contracts Unit has consolidated the submitted procurement plans and conducts periodic review meetings with the major clients.

This was intended to facilitate long term planning by consolidating requirements.

Where, however, the procurement officer believes that such a supplier should be invited to tender, then the concurrence of the Chief of the Procurement Division must first be obtained.

The current budget (2004 2005) increases in dollar terms again resulting in even larger procurement spending with a steady state in number of purchase orders to be raised.

While the user can enter a requisition for purchase requirement into the system which creates a start date, the actual start for processing a requisition for purchase into a purchase order by procurement officers in headquarters or in the field offices actually occurs upon receipt of an approved requisition for purchase which occurs later, after the staff member has performed coordination and review.
