The IAIA non governmental organization representative to New York authored a background paper on quot Environmentally sound technology assessment quot for the former Centre for the Science and Technology for Development (CSTD) publication Environmentally Sound Technology for Sustainable Development (Advanced Technology Assessment System, Issue No. 7 (spring 1992)), and IAIA attended the NGO Forum in Rio.

STAP should play an important role in scientific and technical evaluation.

The evaluations will also act as blue prints for identifying technical assistance needs.

In addition to the need for a classification framework, there is the more difficult matter of technology evaluation and assessment.

Following the Conference, however, CSTD was restructured and the position of technology assessment has been marginalized.

142. In 1995, the application of rapid assessment procedures using qualitative anthropological techniques for the design, evaluation and improvement of programmes continued to spread.

Much important work was done to develop tools for identification and evaluation of soft and hard technologies for adaptation.

Further, the Centre should take the initiative in completing evaluation of technical cooperation projects on time.

Iraq also states that while vegetation loss was evident between 1990 and 1992, there was considerable recovery between 1992 and 2001, to the extent that the vegetation cover in 2001 was as good as or better than before the conflict.

Additional resources would be needed to contract independent, highly regarded experts to provide technical assistance and input to both in depth and thematic evaluations.

Evaluation would allow UNCTAD to extend technical cooperation most effectively within the framework of its limited resources, and the unit responsible for evaluation in UNCTAD should be properly strengthened.

IAIA also attended the 1991 CSTD conference on quot Energy in Climate and Development quot in Saarbrücken, Germany, and the 1993 conference on quot Technology Assessment in Developing Countries quot jointly sponsored with the Office of Technology Assessment, Congress of the United States.

In addition, skills in project design, appraisal, monitoring and evaluation will have been enhanced, and systems will have been established within technical departments for these functions.
