Outcome evaluations were available for five of the programmes (see annex).

The Evaluation Office will focus on enhancing evaluation standards and developing an organizational policy aligned with norms and standards recently approved by the United Nations Evaluation Group.

Delegations endorsed the preparation of a UNDP evaluation policy in line with UNEG norms and standards, a follow up and tracking system for evaluation recommendations, and a management response.

These include guidelines on organizing participatory self evaluations and on managing evaluations.

The objective of the report is to evaluate the conditions allowing the implementation of multilingualism in ICAO.

Delays in evaluation of bid documents and contract extensions

A team of nine procurement officers evaluates the applications, and applicants who do not meet the standard in the initial evaluation are submitted to the Supplier Review Committee for further views.

The programmes thus elaborated are based on a comprehensive situation assessment, including the national legislative and institutional situation and capacities.

He expressed appreciation to the evaluation team and the secretariat for the evaluation report, and underscored that evaluation was an important tool to help UNCTAD to do its work properly and effectively.

It is worth recalling that, in addition to the evaluations undertaken within individual projects, the Working Party decides which thematic programmes will be evaluated.

The two main features of the in depth evaluation exercise in UNCTAD were the independence of the external evaluation team, which had complete freedom on the substantive content of the evaluation and its recommendations, and the participatory approach, whereby in addition to a professional evaluator, two evaluators, one from a beneficiary and one from a donor country, participated in their personal capacity.

UNICEF is co chair of the UNEG task force on Evaluation Capacity Development.

UNIFEM participates in the inter agency United Nations Evaluation Group and is strengthening its evaluation function over the forthcoming three years.

The project has been evaluated and positively approved by the GoE.

Conduct project evaluation and thematic evaluation

During the first semester of 2005, UNHCR published the following evaluation tools (i) How to manage evaluations Seven steps and (ii) Organizing participatory self evaluations at UNHCR Guidelines.

Note was also taken of document IDB.29 14, which provided a report on the activities of the Evaluation Group, including chapters on various aspects of the group's activities, lessons learned and action taken by the Secretariat on recommendations made.

Only United Nations organs were empowered to make such an evaluation.

The scientific annexes to its reports that it would produce in 2006 and 2007 would reflect its latest assessments and should prove very interesting.

4. Inspection reports and related documentation are now systematically stored in the IES inspection and evaluation database.

The IAIA non governmental organization representative to New York authored a background paper on quot Environmentally sound technology assessment quot for the former Centre for the Science and Technology for Development (CSTD) publication Environmentally Sound Technology for Sustainable Development (Advanced Technology Assessment System, Issue No. 7 (spring 1992)), and IAIA attended the NGO Forum in Rio.

The social evaluative judgments increase, the fear of those social evaluative judgments.

Surveys, studies and evaluations will be planned and managed in the overall context of the Integrated Monitoring and Evaluation Framework in annex II.

The Working Group concluded that there are current gaps in the organizational learning process and shortcomings in the availability and quality of evaluation and self evaluation findings.

The working group on the evaluation of the hazards of harmful substances carried by ships reported on the completion of a major revision of its hazard evaluation procedure.
