Sessions held since the establishment of the CRIC

The meetings of the Inter Agency Working Group on Evaluation take place on an annual basis.

Meanwhile, regional meetings and fora forums should be convened prior to each CRIC session, so as to provide useful information as the basis for discussions in the CRIC session

AdditionallyFurthermore, one Party asserted that the review at the intersessional CRIC should not only focus on the process of reviewing national and subregional reports, but it should also assess whether the review of such reports has contributed to improveing implementation of NAPs and SRAPs by Parties.

Since its establishment in 2001, the CRIC has met twice at sessions held between ordinary sessions of the COP (CRIC 1, which took place in Rome, Italy from 11 to 22 November 2002 and CRIC 3, which took place in Bonn, Germany from 2 to 11 May 2005) and once during a COP sessions (CRIC 2, which took place during the sixth session of the COP in Havana, Cuba from 26 to 29 August 2003).

On the sidelines of CRIC 3, a large number of parallel and side events were also held.

The third session of the Committee for the Review of the Implementation of the Convention (CRIC) will be held from 2 to 11 May 2005 in Bonn, Germany.

By decision 1 COP.5 establishing the CRIC, the COP decided that, at sessions held during the COP, the CRIC shall regularly review reports prepared by the secretariat on the execution of its functions.

The ad hoc working group may meet in the margins of CRIC 5 to discuss issues raised at CRIC 5.

Peer review

The annual inventory review should be conducted as a desk or centralized review.

Based on such analysis, recommendations should address whether the results of the intersessional CRIC sessions justify the continuation of its existence, and how best to review and implement the Convention in the future.

Lead reviewers should ensure that the reviews in which they participate are performed according to the review guidelines and are performed consistently across Parties by each expert review team.

At CRIC sessions during COP, at least 2 two days should be allocated to reviewing the reports of relevant agencies and of the inter sessional session of the CRIC, and for preparing draft decisions.

However, the expedited nature of this review procedure shall not compromise the thoroughness of the examination by the expert review team.

CRIC 3 was held from 2 11 May 2005 in Bonn, Germany.

CRIC 1 took place approximately 10 months before the following session of the Committee.

Several Parties believe that due to the heavy workload of the CRIC and its remarkable progress in promoting the implementation of the Convention, the current cost and duration of the CRIC at intersessional sessions is reasonable.

A. Subprogramme self evaluation

The intersessional sessions of the CRIC should ideally take place one year before the COP sessions to if they are truly to play a role of intersessional sessions.

The third meeting of inventory lead reviewers was held in Bonn, Germany, from 13 to 15 April 2005.

CRIC 2, held in conjunction with COP 6, considered the report of CRIC 1 and gave a new impetus to the implementation process through a series of decisions adopted at COP 6.

One contribution proposes that the CRIC can could be held effectively and efficiently in one week.

If either the annual review or the review of changes in the national registry recommends a thorough review of the national registry, and if a country visit is considered necessary, this thorough review should be conducted together with the subsequent in country visit of either the annual inventory or the periodic national communication, whichever is the earlier.

A thorough review of the national registry shall also be conducted if the final review reports under paragraph 48 in part I of these guidelines recommend a thorough review of the national registry or if findings relating to reported changes in national registries considered by the expert review team lead to the recommendation of a thorough review in the final review report.
