Mindful of the report of the third session of the Committee for the Review of the Implementation of the Convention (CRIC 3),

The Audit Operations Committee of the Board informed the Advisory Committee that the comments by the Board related to claims in categories A C as indicated in paragraph 165.

In decision 1 COP.5, the COP recommended the establishment of a Committee for the Review of the Implementation of the Convention (CRIC).

Consideration of the report of the Committee on its third session

In its decision 1 COP.5, the Conference of the Parties set up a Committee for the review of the implementation of the Convention (CRIC).

The comments of the Committee on that review are presented below.

The Director of External Audit (South Africa), United Nations Board of Auditors, stated that the Board of Auditors would assess the Atlas reviews and issue a report to the General Assembly in September 2006.

The Committee will comment further on the matter in its report on the report of the Board of Auditors.

By its decision 9 COP.6, the COP decided that the third session of the Committee for the Review of the Implementation of the Convention (CRIC 3) would review the implementation of the Convention in Africa.

46. The Advisory Committee, however, is seriously concerned with the comments made by the Board, in paragraphs 84 87 of its report, regarding the results of the expanded audit requested by the Committee.

The draft code was submitted to the Commission at its fourth session for its review and comments.

The third session of the Committee for the Review of the Implementation of the Convention (CRIC 3), convened pursuant to decision 1 COP.5, was officially opened in Bonn, Germany, on 2 May 2005, by Mr. Mohamed Mahmoud Ould El Ghaouth, Chairperson of the CRIC.

By its decision 1 COP.5, the COP decided to establish a committee for the review of the implementation of the Convention (CRIC) as a subsidiary body of the COP to assist it in regularly reviewing the implementation of the Convention, and to adopt the terms of reference of the CRIC as contained in the annex to that decision.

The Committee to Review the Implementation of the Convention was established in 2002 in a revised procedure for the reporting and review process.

The Committee considered the adoption of General Comment No. 7.

The Board had also noted the comments made by the members of the Committee and by the Advisory Committee regarding the rate of implementation and impact of its recommendations.

Urgent action is now required to establish the Assessment and Evaluation Commission, whose mandate and composition are currently being reviewed by the Presidency.

However, since the Department of Peacekeeping Operations had been unable to provide the Board with an overall plan or schedule for the periodic assessment of missions, it had been unable to assess the extent of such reviews or assessments.
