With respect to establishing a credible fiscal policy, we have returned the budget to surpluses.

4.5 Any cash surplus in the budget at the close of any financial period shall be apportioned among States Parties, International Organizations and the International Seabed Authority in proportion to the contributions determined for the financial period to which the surplus relates.

The cash surplus for the financial period shall be determined by crediting to the provisional cash surplus any arrears of prior periods' contributions received during this period and any savings from the provisions made for unliquidated obligations as mentioned above.

A few of us in America who desire a more profitable type of government.

Fiscal surpluses in the Gulf Cooperation Council countries rose to new records, and internal debts were attenuated.

Despite signs of a financial recovery since 1999 and a surplus of 35 million at the end of fiscal year 2001, the Territory's budget ran back into deficit in fiscal year 2003 ( 4.6 million).

According to the Governor of American Samoa, the Government was in the black again for the second consecutive year, with a surplus for 2004 that totalled 4 million.

That is how the turnaround of the economy took place by reducing the fiscal deficit and converting the external balance of payments from deficit to surplus.

The eurozone is now running even larger ones, with swings in southern Europe augmenting Germany s longstanding surpluses. Indeed, countries from Singapore to Russia are running large surpluses.

14. The central government budget operations recorded that recurrent revenue increased to EC 55.16 million in 1997, compared with EC 46.91 million in 1996.

In case surplus reserves are used for increasing capital, making up losses or distributing dividends, it is required to give the related resolution or basis.

Cognitive surplus is made up of two things.

Any surplus would be classified as miscellaneous income.

As a result of the unexpectedly high prices of oil and gas, Timor Leste today enjoys a surplus, which has enabled our Government to increase our public expenditure by 30 per cent during the current fiscal year.

7. The current budget surplus for 1997 is estimated at 42 million, a 60 per cent increase from the 26.2 million surplus in 1996.

We de linked that, and once we did it, we began to budget at a price slightly lower than the oil price and save whatever was above that price.

There is a general view that financial and corporate restructuring has been largely completed in South East Asia, while budget deficits have narrowed or, as in Thailand, the budget has remained in surplus.

After emerging from the crisis, indicators show a sustained growth in the economy, and a surplus in the fiscal external accounts, together with a recovery in national reserves.

Both of these rely on cognitive surplus.

He testified that it is important to run surpluses to pay down the debt, but that surpluses must not be so large that the government winds up owning American industry. He also testified that tax cuts are better than spending increases to keep surpluses from growing too large, but that uncertainty is enormous, so that any tax cuts should be canceled if they threatened to bring us back to an age of deficits.

Inflation was modest throughout and, owing to higher than usual fiscal surpluses, public debt levels in the Gulf States were in some instances slightly reduced.

The balance of the appropriations remaining unobligated at the close of the financial period, after deducting therefrom any contributions from States Parties, International Organizations and the International Seabed Authority relating to that financial year which remain unpaid, shall form part of any cash surplus of the budget and shall be treated in accordance with regulation 4.5.
