The rules negotiations cover anti dumping, subsidies and countervailing measures, including fisheries subsidies, and regional trade agreements.

Trade distorting subsidies such as those for cotton and sugar need to be addressed.

With respect to world trade, agricultural subsidies are also important.

Trade distorting subsidies need to be phased out.

All countries, including developing countries, need to work together to lower trade barriers and eliminate trade distorting subsidies.

The WTO Agreement on Subsidies and Countervailing Measures (ASCM), permits generic subsidies (available to all industries) and prohibits export subsidies and subsidies contingent on the use of domestic merchandise that are granted to specific sectors.

As regards State trading enterprises, it is generally agreed that no commercial activities of State trading enterprises should contain export subsidy elements.

There could, in truth, be no greater gift to the developing world than lower trade barriers and an end to subsidies.

Brazil, frustrated with America s intransigence, brought a case against US cotton subsidies before the WTO, which ruled as almost any economist would the subsidies distort world trade and are therefore prohibited.

As a result, the rules that govern trade, such as anti dumping duties and countervailing duties to offset illegal subsidies, were in the domain of both the WTO and the PTAs. But, when there was a conflict, WTO rules prevailed, because they conferred enforceable rights that extended to all WTO members, whereas PTA defined rights extended only to the PTA s few members.

Negotiations on subsidies disciplines must pay attention to the special concerns of developing countries, e.g. subsidies aimed at building competitiveness in priority service sectors and meeting social and development objectives and the priority removal of trade distorting subsidies of developed countries.

The European community remains firmly committed to making a success of the World Trade Organization (WTO) negotiations, including by the elimination of expert subsidies.

On trade, we look forward to an ambitious outcome across all aspects of the Doha Development Agenda, including in agriculture, improved market access, the elimination of export subsidies and substantial reductions in trade distorting domestic support.

The collective strength of developing countries in international trade has also been growing, as evidenced by their success in putting the issue of market distorting agricultural subsidies on the agenda of the Doha Round of world trade negotiations.

So again, one of the big solutions is have the World Trade Organization shifting the subsidies to sustainable practices.

It was necessary to establish modalities for agriculture negotiations designed to achieve greater access to markets, phase out domestic subsidies, and reduce all trade distorting practices.
