Seven cost elements had been addressed, including the cost related to investment projects to phase out consumption and production completely (including bilateral programmes), non investment activities, administrative costs, project preparation costs, core unit funding for implementing agencies, operating costs of the Multilateral Fund secretariat and for holding meetings of the Executive Committee, as well as Treasurer's fees.

Staff costs, support costs and operating and other overhead expenses comprised 11.6 per cent, 3.8 per cent and 3.9 per cent, respectively, of the total cost of the project.

The Executive Board, in proposing the share of proceeds to cover administrative expenses and registration fees to recover any project related expenses, may consider proposing lower fees for small scale CDM project activities.

Costs are charged to projects, ensuring full cost recovery.

Depending on the funding source of the project, the Office s services are compensated with either support costs or management fees.

A breakdown of these costs by meeting is annexed.

For the current period, funding amounts to US 41,250.

Support costs earnings for those projects are calculated using rates approved by the Executive Board or by applying rates that are agreed upon with the funding source.

The support is intended mainly to cover the cost of living and the purchase of books and other teaching materials.

b) The project budget comprises mainly non recurrent costs funded by earmarked project contributions.

The current savings would be offset by returning the unused portion to the communal pool, which would increase the common charges.

(v) Deferred charges normally comprise expenditure items that are not properly chargeable to the current financial period. They will be charged as expenditure in a subsequent period.

The implementation of reinsertion projects, costing some 3 million, is progressing slowly.

(ix) A system of average costing is used for UNDP UNFPA projects whereby those elements of experts apos actual costs that are unique to the individual expert are charged to UNDP UNFPA projects at average cost, calculated by apportioning those costs over all UNDP or UNFPA projects in respect of which expert months have been delivered in the current period

However, these costs have been factored into the overall project cost.

The cost of the project could be borne by the Applications Development Service, which is in charge of ODS.

Provision for utilities is based on current costs and consumption levels in the mission area.

Other project related travel will be added if funds are received for that purpose.

The current cost of generator fuel is 0.16 per litre.

Special purpose grants shall cover, in addition to the full costs of implementing the project (direct costs), including administrative costs, an execution fee that should be determined by the Executive Director of the Institute on a case by case basis but should not be less than 13 per cent in each case (see General Assembly resolution 42 197, sect.

Some 22 per cent of these amounts is based on standard ratios and costs contained in the standard ratio cost manual, while the remaining 78 per cent covers mission specific requirements and other items that may vary from the standards.

The idea is to determine which overhead costs should be charged to the product and what activity should be used to allocate those costs.

The working group suggested that, rather than creating a new post, any additional costs related to user input to systems development be covered under the cost of the project.
