This provisional determination of eligibility was subject to confirmation by the Panel.

Article 38. Teachers in recognized privately run educational establishments shall be entitled to a minimum wage equal to that of teachers in State run institutions and shall have qualifications recognized by the provisions in force in each district.

Licensing provisions can impede entry of foreigners through non recognition of their professional qualifications or by imposing discriminatory, more stringent and more costly standards on them.

Members of delegations, Secretariat staff and repre sentatives of non governmental organizations and accredited media are invited to attend.

The assessments of expert review teams play an important role in determining eligibility, or evaluating requests for re instatement of eligibility, for the various mechanisms in the Kyoto Protocol.

Individuals were not deemed qualified to determine the need for such a test.
