In keeping with the Working Group s recommendation, reimbursements for contingent owned equipment lost as a result of hostile action have been restricted to those losses involved in a single incident in which the collective generic fair market value equals or exceeds the threshold value of 250,000 .

The amounts of such preventable losses are reported as unrecoverable losses due to mismanagement.

A true loss would be inflicted on a bank s creditors only if the write off losses on toxic mortgage loans exceeded the bank s equity. But, even then, it would be better for creditors to bear the loss than for taxpayers to do so, because this would encourage more cautious lending in the future.

Specifically, the secretariat, in valuing the loss of income component of the claimant's D8 D9 (individual business) loss claim, used an incorrect average monthly income amount.

The Panel therefore applied a global adjustment to the recommended amounts for loss types that are processed according to established methodologies, except for C6 Salary and C6 Support losses.

Lose five, get three. That's a nice gain, not counting battle damage.
