Tremendous improvements have occurred in mortality.

For actual GDP, such frequent and large forecast revisions are inevitable. Potential GDP, however, is supposed to be more stable, as it does not depend on demand side developments.

With international oil prices dropping by a whopping 40 per barrel since the summer this is an ideal moment for governments to introduce carbon pricing. Rather than let the consumer price of oil fall by that amount, governments should put a carbon tax in place.

In the US, for example, the Standard and Poor s 500 index in July recorded six days of declines and only three days of increases amounting to more than 1 . In June, the index dropped more than 1 on four days, and gained more than 1 on two days.

Now when the price of any technology declines that dramatically, the barriers to entry go down.

US house prices as measured by the S amp P Case Shiller National Home Price Index fell by more than 30 from June 2006 to March 2009, while European countries, including Spain, Ireland, and the United Kingdom, experienced similar or greater declines.

Altogether, this does not seem to require a major increase in the Union s resources 1 of aggregate GDP would suffice to perform these tasks.

Before the crisis, credit expansion in China kept pace with GDP growth. Since the end of 2008, however, credit amounting to 35 of GDP has been issued annually, causing the credit to GDP ratio to soar from less than 150 before the crisis to 250 today.

In Spain, despite tax hikes worth more than 4 of GDP since 2010, the tax to GDP ratio was only 38 in 2014, compared to 41 in 2007. In Greece, tax increases amounted to 13 of GDP during the same period, but the tax ratio increased by only six percentage points.

Overall, China s trade surplus has decreased by 36 in absolute US dollar terms, and has dropped by more than half (53 ) in proportion to GDP over the past two years. So the ratio of China s current account surplus to GDP is down to 4.6 , significantly below the recent peak of 11.3 , reached in 2007.

In the last two years, credit grew almost twice as fast as GDP, and total social financing grew even faster. Yet GDP growth slowed considerably from an annual average of 10.2 in 2002 2011 suggesting that China may be moving closer to a medium to low speed growth path.

In the US, investment spending declined from 23.6 of GDP in 1990 to 19.3 in 2013, and fell even more markedly in net terms (gross investment excluding capital depreciation). In the European Union, the decline was from 24 of GDP in 1990 to 18.1 in 2013.

In May 2010, the Greek government agreed to a fiscal adjustment equal to 16 of GDP from 2010 to 2013. As a result, Greece moved from a primary budget deficit (which excludes interest payments on debt) of more than 10 of GDP to a primary balance last year by far the largest such reversal in post crisis Europe.

Yet the Chinese government has remained committed to intervention, responding to the correction with heavy handed, politically motivated measures, including the complete suspension of trade of many companies stocks. The move seemed to have halted the further deterioration of the Shanghai stock market.

Nevertheless, it will require some adjustment for New Yorkers seeking to hedge their own real estate investments to sell futures contracts that have a built in price decline. They will have to get used to the idea that the market already expects the decline, and that they can protect themselves only for that margin of possible future price declines that exceed this expectation.

That is good news, because there is a pretty strong chance that we are going to see major price declines in a number of cities around the globe in the next few years, and these price declines will cause real pain to many homeowners. But if the momentum toward better risk management continues, it will be the last real estate cycle in which homeowners are unable to protect themselves.

While Chinese equities initially bounced 14 off their July 8 low, the 8.5 plunge on July 27 suggests that that may have been a temporary respite. The likelihood of forced deleveraging of margin calls underscores the potential for a further slide once full trading resumes.
