The fragile security situation, combined with high unemployment, has kept the rate of returns of internally displaced persons low.

50. Notwithstanding the security and financial constraints that resulted in the delay in the repatriation, UNHCR made a tangible and visible impact in the returnee villages by rehabilitating social infrastructure.

Renovations and material assistance will add greatly to the status and effectiveness of the courts in Cambodia.

In a broad range of countries, various minority groups may be more likely to enter (and having left, return to) the criminal justice system.
