The recommendations contained in the OIOS report (A 50 945, annex) concerning procurement handled by the Contracts and Procurement Service have been addressed by the transfer of procurement responsibilities to the Procurement Division of the Department of Management.

The resolution has been shared with the IAPWG during its deliberations on procurement reforms.

The Board noted that the Purchase and Transportation Section of the United Nations Office at Geneva is currently considering new procurement practices to provide more flexibility for small purchases below an agreed threshold and a volume purchase agreement to supply all other such purchases on the basis of a monthly invoice.

In some systems, an online tool has been developed that assists procuring entities to assess the suitability of ERA for an individual procurement.

A draft agreement designed to formalize this understanding was presented at the 28th meeting of IAPWG.

The subject of green procurement was also raised.

These include better procurement planning by requisitioning units, streamlining the procurement process in the Procurement Division and by the Headquarters Committee on Contracts and making necessary changes to the procurement framework, including regulations, rules and refinements in the Procurement Manual.

The Section is considering new procurement practices to provide more flexibility for small purchases.

Some members of CEB are in favour of accelerating the implementation of IAWPG's training project, and that IAWPG and the Inter Agency Procurement Services Office (IAPSO) should join their efforts in the organization of training programmes on procurement for the benefit of the United Nations system as a whole, and in this process, draw upon best practices and the experiences of public and private sector procurement.

29. A new procurement manual is in preparation to reflect this recommendation and other procurement reform procedures.

Many procurement agreements established by UNICEF are available to all interested facilities in the United Nations system.
