The Conference expresses concern with the appearance of clandestine international nuclear supply and procurement networks, including for the most sensitive technologies and weapons designs.

Grants should also be provided for the purchase of equipment and materials.

In such cases, the procurement sections would resort to pre qualified or known suppliers for the requisitioned goods and services.

It addressed such matters as the issuance of a code of ethics for procurement staff, procurement planning, training, measures to improve lead time, vendor performance reporting and vendor registration.

Total operational expenditure incurred by the those missions during the 2004 05 financial year amounted to 1.5 billion.

As part of this exercise, the Procurement Section has also reportedly utilized the vendor roster provided by the Headquarters Procurement Division.

It is also developing a common procurement management system, which will improve vendor data integrity.

Procurement opportunities for vendors from developing countries and countries with economies in transition

The Procurement Service has been taking all possible measures to increase procurement opportunities for vendors from developing countries and countries with economies in transition.

Where, however, the procurement officer believes that such a supplier should be invited to tender, then the concurrence of the Chief of the Procurement Division must first be obtained.

Assesses the adequacy and effectiveness of internal controls in procurement, including the system for acquisition, registration of vendors, bidding process and award of contracts.

Most of the organizations currently use e procurement for displaying or posting procurement information on their web sites, including procurement guidelines, and for communicating with suppliers and clients.

Article 11 of the Model Procurement Law requires the procuring entity to maintain a record of the procurement proceedings containing certain minimum information, and provides for that information to be made accessible.

The Procurement and Logistics Division is working with CIPS, the internal training cadre and the UNRWA training coordinator to ensure that training is offered and made as accessible as possible to all Procurement and Logistics Division staff in all locations.

(b) The plan should indicate the method of procurement, in line with the Procurement Manual and existing guidelines.

In the event that existing arrangements are retained, UNDP should continue to finance the inter agency services IAPSO provides to IAPWG membership.

The review stated that the Service website (http www.un.org Depts ptd) was an extensive, well designed site with current information directly relevant to the needs of prospective and active suppliers and that the transparent and open approach of the Service to sourcing and vendor development was directly in line with that of leading public procurement agencies.

The management and staff of the Procurement and Logistics Division continue to focus on the reduction of procurement processing times for all functions, especially the processing times between the issuance of the purchase requisition and purchase order, the approval of purchase orders and the distribution of all documents to the suppliers.

22. Procurement planning should be improved to avoid piecemeal purchases.

(e) There is a need to speed up and streamline commodity procurement as well as to improve supply management at the country level, in order to deliver an uninterrupted supply of medicines and diagnostics

The Procurement Service is also in the process of promulgating a United Nations vendor code of conduct.

In addition, the Division now has 30 staff members enrolled in the graduate diploma flexible learning programme of the Chartered Institute of Purchasing and Supply (CIPS) at both the foundation and professional levels.

Investigation into allegations of vendor favouritism and retaliation against a former staff member in the Procurement Division

Under the supervision of the Chief Procurement Officer and in accordance with the United Nations procurement rules and regulations and supply procedures as detailed in the Field Administration Manual and other guidelines and policies, the incumbent shall

As explained elsewhere in the present report, a number of initiatives are being taken to improve operations in the entire supply chain, that is, in the Procurement Division and other units involved in the procurement function.

Disaggregating the supply chain, sourcing from different locations and changing the way of doing business are all affecting the market.

Further information and evaluation of this initiative should be included in the next procurement report.

(f) Provide counselling and guidance to procurement staff on the use of the Reality system in relation to procurement activities.

40. The Board noted that the Purchase and Transportation Section of the United Nations Office at Geneva is currently considering new procurement practices to provide more flexibility for small purchases below an agreed threshold and a volume purchase agreement to supply all other such purchases on the basis of a monthly invoice.

The Procurement and Travel Section and other units should be encouraged to prepare procurement plans and the use of blanket contracts expanded.

(b) The procuring entity shall, on request, provide to the supplier or contractor a receipt showing the date and time when its tender was received.

28. In the light of the foregoing, steps should have been taken by the then Procurement and Transportation Division to broaden the United Nations list of approved vendors.

The evaluation report should be prepared with the involvement of professionals from the private sector supply industry and discussed by the entire IAPWG membership, which in turn should adopt recommendations for its procurement community as a whole.

23. The Board considered that, although the new Procurement Manual updated the procurement guidelines in the United Nations, it required improvement in the areas of open tendering and the supplier roster.

In three projects, there were problems in the procurement of equipment, including lack of procurement scheduling and monitoring, the provision of unnecessary or inappropriate equipment, failure to deliver some equipment.

In France, ERAs are authorized for the purchase of standard supplies.

The revised Procurement Manual contains guidelines on supplier selection criteria.

The delays in processing of requisitions resulted in rush purchases without providing adequate opportunity for competition among a wide range of suppliers.

The organizations should continue to use their IAPWG forum to tighten collaboration and synchronize their efforts in this area, building on IAPSO's experience, on the findings of the CRiSPS report and of the present JIU report.
