Secondly, the Working Group will note that some of the items set out above paragraph address stages of the procurement cycle which are not currently regulated in the Model Law that is, the pre procurement or planning stage.

These principles and stages are summarized in IAPSO's Common Guidelines for Procurement by Organizations in the United Nations system .

The review is conducted at the initial phase of the procurement process.

Systems contracts are feasible when there is advance procurement planning and the cooperation of the requisitioning offices is given at all phases of procurement.

(c) To allow for sufficient time for each stage of the procurement process

The design phase of all remaining projects, intended to be implemented concurrently, has been completed and procurement action has been initiated for the construction phase.

Formalised advice is given at particular stages of procurement identified in internal instructions.

While little difference is found in the regulations of the auction phase, stages before and after it are regulated differently depending on whether ERA is an optional additional phase in other procurement methods ( optional phase ) or a distinct procurement method ( distinct method ) (see A CN.9 WG.I WP.35, paras. 26 and 27).

Whether ERA is an optional phase or a distinct method, a decision on the use of ERA in procurement proceedings is to be made at the procurement planning stage since it has to be reflected in the procurement notice (see below, para.

However, the Working Group noted that the accessibility standards should apply to all procurement phases, and that one article should address all phases.

Three phases in the implementation of the capital master plan were set out in the report of the Secretary General (see A 57 285, annex I), namely, the study phase the design phase, composed of the preliminary design, design development and construction documentation and the procurement and construction phase.

With the exception of IAPSO, which has automated all its procurement stages and processes thanks to its UNWebBuy e commerce platform, all the organizations are still more or less at the e procurement start line.

Secondly, the provisions would enable the use of ERAs as a procurement method rather than an optional phase in other procurement methods.

In December 2002, the General Legal Division proposed to the Procurement Service that a team composed of the requisitioner, the Procurement Service and the Office of Legal Affairs should be convened at an early stage in the procurement process so that major legal issues that were likely to arise could be addressed.

The programme includes modelling of electronic procurement phases such as electronic tendering, electronic awarding of contracts, electronic ordering, electronic invoicing and electronic catalogues.

At that stage, a procuring entity may also have to deal with complaints and appeals by aggrieved bidders.

The key stages in the process are also similar from preparation of solicitation documents to bid review and contract award.

In Brazil, for instance, the use of procurement auctions in both versions, conventional and electronic, was initially restricted to the Federal Public Administration bodies but by article 2(1) of Federal Law No.

(f) Enforce the use of a procurement plan as a tool to facilitate effective and efficient procurement management (para. 115)

In the early stages of cooperation, DASA was providing hardware it had now begun to procure equipment and satellite components from India.

In paragraph 108 of its report, the Board recommended that the Tribunal evaluate the reasons for the excessive lead times at the various stages of the procurement cycle and take measures to decrease them to a reasonable level.

In the systems that recognize ERAs as an optional phase, general procurement rules address the provision of solicitation documents.

The study also found that close to 80 per cent of the organizations that had reported data were still at the stage of planning to implement e procurement within the next three years .

In Phase III and Phase IV, finish the procurement of basic OSI equipment and develop a training programme for OSI inspectors and inspection assistants.

As an intermediate stage on this road map, however, the procurement services of the funds and programmes based at Headquarters could be merged, and IAPSO should be absorbed by the new entity.

Regulations provide for two ways of using ERAs, either as a stand alone method of procurement or as an optional phase in other methods of procurement.

UNDP plans to issue its revised Procurement Manual in English, French and Spanish later in 2005.

Likewise, national legislation may establish an appropriate framework for the function of the procuring entity during the remaining phases of the selection process.

In paragraph 222 of the report, the Administration agreed with the Board's recommendation that it define and regulate requisition amendments at the appropriate stage in the procurement process in order to promote greater efficiency.

IAPWG should arrange for the further development of its existing common procurement guidelines into a generic system wide policy and procedures manual to serve as a benchmark which articulates common procurement principles and stages as well as standard quality outcomes, and significantly streamlines procurement procedures to be applied individually and collectively at all duty stations (para.

62 63) As an intermediate stage to that goal, consolidation of the procurement overhead structures and costs of the funds and programmes based at Headquarters (para. 62)

Discussions were still ongoing among the Procurement Service, the Department of Safety and Security and the contractor concerning modalities and approaches to use in starting this phase and the contractual obligations involved.

Other delegations noted that the decision had been taken on the basis that allowing electronic reverse auctions as a phase in other procurement methods would undermine the principle of tendering that was the preferred procurement method under the Model Law.

12. The OIOS review established that during the purchase authorization stage, the UNHCR Belgrade office, through the Headquarters support office for the former Yugoslavia, presented the identified needs for disinfectants to the Procurement Section.

Details of the auction stage are not regulated but left to a procuring entity or a third party ERA service provider.

Hence, it may not be cost effective at this stage to develop programmes to facilitate the level of system communication required to support a system wide e procurement platform.
