In the area of prevention, the emphasis had been placed on young people and high risk groups.

Many young people also renew their call for the creation and implementation of cross sectoral national youth policies that are developed in collaboration with young people and take into consideration local realities and the needs of specific target groups within the youth cohort.

Specific measures have been developed for particular population groups, e.g. youth.
