The establishment of a regional standby brigade and regional headquarters, to be provisionally located in Libreville until 2007, in the context of the establishment of an African standby force

It is now attempting to establish an African Standby Force and a Continental Early Warning System.

With regard to the use of force, the African Group supports the recommendation in the report of the Secretary General that the African Union be supported in establishing the African standby force.

As the Secretary General has said, the African Union needs continued international financial support to develop the African Union peacekeeping capacity and to establish the Africa Standby Force.

In cooperation with the Department of Political Affairs, it has assisted the AU in developing the concepts for the emerging continental peace and security architecture, including the African Standby Force.

The convening of the fifth meeting of the Joint Chiefs of Staff of the armies of the Central African countries in preparation for the establishment of a regional standby brigade and the organization of the 2005 Bahr el Ghazal multinational military exercise.

We appreciate the efforts made by the African community in this area, and we welcome the vigorous activities of the Peace and Security Council of the African Union, including those aimed at establishing an African standby force.

Nigeria calls for robust support for the establishment of the full complement of the African Peace and Security Architecture, the AU's Continental Early Warning System and the strengthening of regional efforts to raise brigades for the African Standby Force.

In that context, it is in the interest of the United Nations to assist the African Union in establishing and organizing its peacekeeping capacities, in particular by strengthening the structures for planning and for training national and subregional contingents of the African standby force.

Over the past few years, the African Union has sought to transform and develop the African security architecture through the establishment of its Peace and Security Council, and plans for a panel of the wise and a continental early warning system, as well as through progress towards an African standby force.

We support the Secretary General's recommendation that it is vital for the international community to provide the necessary financial support to develop African Union peacekeeping capacity and to establish the African Standby Force (A 60 182, para. 81).

7. Standby arrangements and rapid deployment
