The evaluation process was strengthened in 1996 following the introduction of a computerized database for the monitoring and reporting of UNDCP project evaluations.

The process of cost estimation of inputs and the allocation of resources to different components within a project should be subjected to closer scrutiny at the project appraisal stage.

The FRA 2000 project includes a vigorous activity for country capacity building, allowing countries to participate actively in the assessment process.

60. In assessing the projects submitted, the Office of the Under Secretary for Vocational Training enjoyed the services of a team of assessors specially trained by the Vocational Training Centre (CEDFOPE) to evaluate the course contents.

To assess this process, the Board examined 12 project proposals prepared in 1996 1997.

The World Bank distinguishes between projects which require a full or partial environmental assessment or analysis.

At the regional and subregional levels, FAO has initiated and prepared the Land Degradation Assessment in the Drylands (LADA), used to develop tools and methods to assess and quantify the nature, extent and severity of land degradation.

The request for an assessment of the extent of land degradation in drylands came from the Parties to the United Nations Convention to Combat Desertification (UNCCD), out of which the Land Degradation Assessment in Drylands (LADA) project was conceived.

That assessment has led to the design and development of a pilot project on computerized court administration.

Assesses compliance of projects with established financial regulations, rules and procedures and adequacy of follow up examines the effectiveness of mechanisms in place for implementing the projects and assesses the impact of projects on beneficiaries.

The project will focus on the development of an integrative assessment methodology.

C. Achievements of the LADA project from 2002 2005

Project activities are monitored, guided and evaluated by UNDCP.

We support the case for more attention to be given to the evaluation of the impact of projects.

Between the two projects 27 pilot sites will be surveyed, using mainly the LADA assessment tools.

One delegation indicated the need to include an evaluation process within a project cycle to enhance the individual capacities and accountabilities of each implementing partner.

The Process must provide for a more inclusive and better coordinated assessment of need, and the projects contained therein must be better prioritized.

Monitoring and evaluation of project activities will be undertaken by UNDCP.

Moreover, it is necessary to institutionalize monitoring and evaluation procedures within the implementation and evaluation processes and establish a quality assurance system.

If any negative impact is considered significant by the project participants or the host Party, project participants have undertaken a socio economic impact assessment and or an environmental impact assessment in accordance with the procedures required by the host Party.

The Board considers that, in appropriate projects, the Programme could do more to encourage national execution, for example, by assessing government capacity and willingness to manage the project concerned and by focusing projects on government capacities where they are assessed as weak.
