The proposed programme budget for the biennium 2006 2007 is the first budget to be submitted in conjunction with a biennial programme plan under the arrangements for aligned plan and budget periods.

The synchronized cycle has also obviated the need for the Committee for Programme and Coordination to review the programmatic aspects of the proposed programme budget, since the programme narratives are identical to those contained in the biennial programme plan.

With results based budgeting it is envisaged that the weak links of the programme planning, budgeting, monitoring and evaluation cycle will be strengthened.

With a synchronized cycle of two years for both plan and programme budget, there is no need for differences in the presentation of objectives, expected accomplishments and indicators of achievement.

Further action as regards enhanced alignment with UNICEF programme and budget cycles and processes will be discussed during the forthcoming programme and budget review, in July 2005.
