Provisional budget for 1995 Preliminary

This document presents the UNDP support budget estimates and related proposals of the Administrator for the 2006 2007 biennium.

The proposed programme budget for the biennium 2006 2007 is the first budget to be submitted in conjunction with a biennial programme plan under the arrangements for aligned plan and budget periods.

It can evaluate budget plans and provide additional rationales to support budget and special funding requests.

Budget requirements for the coming biennium have been calculated in anticipation of the reserve level being maintained at 8.3 per cent of expenditures in both years.

This component is an integral part of the support budget of UNDP and is consistent with the harmonized presentation of the budget.

It encouraged UNHCR to continue to support needs based programme planning, while taking into account in the budget the realities of likely resource levels.

Unspent allocations for UNDP financed projects and UNDP administered trust funds are based on the project budgets.

The budget estimates for UNIFEM are presented in line with the harmonization of budgets, and follow the same terminology and methodology as the UNDP support budget. A resource plan is also provided that is similar to that of UNDP covering programmes, programme support, and management and administration.

The proposed programme budget also reflected the programme plan and the budget plan that had been adopted by the General Assembly at its fifty ninth session.

The calculation of budget estimates for the Fund of the United Nations International Drug Control Programme (UNDCP) and programme support cost follows a methodology aimed at enhancing budgetary transparency and maintaining compatibility with estimates established for the regular budget of the United Nations.

A transfer is made from income to biennium support budget, to align with the harmonized budgets of the United Nations Development Programme (UNDP), the United Nations Population Fund and UNICEF, as follows

The Administrator has already requested the support of UNDP donors to fund 40 country directors from extra budgetary resources.

Budgetary control and education programme management will be considered in the 1999 plan.

The estimated expenses required to maintain the current structure of the secretariat are anticipated to exceed the approved budget for the biennium.

Indeed, the medium term plan is to serve as the main reference for the work of UNDCP, and both the regular budget and extrabudgetary proposals are to be based upon it.

Total programme expenditures from regular resources, projected in the present plan, are based on forecasts of future regular resources income.

45. Views were expressed in support of the recommendation that priorities be established in the context of the Secretary General s proposed budget outline, rather than the medium term plan.

27. The Non Aligned Movement reiterated its support for programme 19 (Human rights) of the medium term plan, and supported the promotion of human rights under section 22 of the proposed programme budget.

3.1. Planning, programming and budgeting process

Separation costs fall primarily in 2006, and are calculated over and above the anticipated return of UNDP contract holders to that organization.

Requirements for headquarters and field operations are supported from the budget for the Fund of UNDCP (the Fund budget) and a programme support cost budget project activities are covered under the Fund budget.

The Government is providing more than 80 per cent of the scheme's budget.

Given the above priorities, UNDP is proposing an investment of 4.0 million to support advocacy and outreach in the 2006 2007 budget.

Proposals have benefited from these strengthened arrangements and, in particular, the shortened planning period has allowed objectives, expected accomplishments and indicators of achievement in the budget to be in strict conformity with the biennial programme plan.

The Grass roots Initiative Support Programme.

As UNDP, UNFPA and UNICEF have harmonized the formats of their support budget presentations, they are working together to improve the presentation of results based management and results based budgeting approaches with better overall linkage of the MTSP to the support budget.

An initial benchmarking study comparing the 2006 2007 information and communications technology maintenance budget of UNDP with the maintenance budgets of UNICEF and the World Food Programme for 2004 2005 revealed that UNDP is, comparatively, at the low end.
