2. One of the fundamental accounting assumptions contained in the general framework of the United Nations accounting standards is that an accrual basis of accounting for revenue is used, i.e., income is recognized when it is due and not when it is received.

The income projection for 2006 2007 shown in table 13 anticipates a 15 per cent increase for regular resources over two years the projected increase in regular resources contributions is based on a number of factors, including

The total income of the Fund for the biennium 1998 1999 is estimated at 116.4 million, resulting in an expected shortfall of income over expenditure of 32.3 million.

Estimated income and adjustments to the 2006 2007 biennial support budget amount to 190.0 million, including 161.0 from recovery charges, as compared to estimated income to the 2004 2005 biennial support budget of 156.4 million (including income from recovery charges of 129.6 million).

The projected income is estimated at 470.7 million, an increase of 20.5 million over the revised income estimates of 450.2 million for the biennium.

General purpose income is expected to increase to 37,638,000 in the biennium 1998 1999, compared with 35,668,200 in the biennium 1996 1997, and special purpose income is expected to increase to 91,492,000 in the biennium 1998 1999, compared with 90,785,500 in the biennium 1996 1997.

The starting date for this application is expected to be June 1999.

Apart from the estimated uncollectable amounts, recorded under the provision for doubtful accounts receivable, we expect all significant accounts receivable at 31 December 2004 to be collected.

IS3.9 The projected gross revenue from garage operations at Headquarters, Geneva and Bangkok for the 2006 2007 biennium would amount to 2,715,200, an increase of 211,300 over the approved estimates for the current biennium.

It was anticipated that expenditures for the period September through December 2005 would amount to 424,208 and the closing balance as at 31 December 2005 was projected at 472,160.
