The Japanese delegation considered that the structure of posts in the Secretariat needed to be altered, since there were too many posts at the higher levels.

Current 2004 data indicates progress in employing women in high ranking positions within the IBA there are now 14 women in high ranking positions in the Hebrew television and 7 in the Hebrew and Arabic radio there are also 11 women in high ranking positions in the IBA headquarters.

It also welcomed the fact that the General Assembly had approved the creation of the post of special Adviser on Gender Issues and the Advancement of Women at its 57th session, but it believed this important post should be at least at the P 5 level and it urged the Secretary General to use his discretionary power to reclassify it.

Data on number of women taking highest positions of executive authorities at state, federal and cantonal level show that there is a very small number of women bearers of highest positions in the executive authorities.

The percentage of women's participation, however, is particularly low in higher ranks.

The policy of promoting blacks to managerial positions at all levels within the country, including the highest political organs, is welcomed.

It noted with satisfaction that a senior regular budget position for the team was approved by the General Assembly in December 2003, and that this position has been filled.

As part of GRAP (Page 23, paras 3 6), 10 seats will be reserved for women in the CSS.

While the involvement of women in senior management positions has improved greatly since the last report, women are still under represented in senior positions.
