Certification can be relatively expensive, particularly if national certification and accreditation bodies are non existent, or if self certification or certification by national bodies is not accepted in overseas markets.

This will require the establishment, strengthening and international recognition of services for calibration and metrology, product testing, product and enterprise certification, laboratory accreditation, and mutual recognition between accreditation bodies.

For widespread confidence in ISO 14001 certification, each country will need to have a rigorous and reliable mechanism to support accreditation of certification bodies and provide assurance that certification is done rigorously and fairly.

Developing countries should be assisted in developing the necessary infrastructure to allow conformity assessment, certification and accreditation.

It was pointed out that mutual recognition should be based on criteria for certification bodies and accreditation systems.

The need for internationally recognized certification and accreditation system was also stressed and the work of the Quality System Assessment and Recognition (QSAR) and the International Accreditation Forum (IAF) was highlighted in this respect.

6. Experts stressed that certification and accreditation should be fair and rigorous to safeguard the credibility of the ISO 14001 certificate.

The lack of international accreditation of local certification bodies in developing countries could also result in trade barriers.

The China National Steering Committee on Certification of Environmental Management System, which was established in May 1997 and involves 33 ministries and state bureaus, will be active in the development and supervision of policies on certification and accreditation of EMS.

The principal objective of this service module is to strengthen national capacities for consumer safety and trade development in standards, metrology, testing, product and enterprise certification, and accreditation.

Furthermore, the establishment, on a national or regional basis, of accreditation certification systems and national measurement institutions will ensure harmonization with international metrology systems and market surveillance institutions.

In addition, UNIDO will promote capacity building for market access and conformity assessment by providing services in the field of standards, metrology, testing, quality management, accreditation and certification.

It is hoped that work on conformity assessment for EMS should result in internationally harmonized accreditation systems for EMS certification bodies, which will support universal recognition of ISO certifications.
