19. The status of compliance of enterprise and departmental applications varies, depending on when the systems were first introduced.

I believe this can best be accomplished if United Nations participation in the Peacebuilding Commission is at all times led by a single senior United Nations official representing the Secretary General, accompanied by other departmental or agency colleagues, as relevant.

The question to ask is whether they are involved in political life at the local, district, arrondissement or departmental levels.
