Of course, fiscal sustainability is vital to prevent a disruptive debt refinancing and inspire confidence among investors and consumers. But there is no denying that it is much easier to support fiscal austerity when one is wealthy enough not to rely on public services or be at serious risk of becoming mired in long term unemployment.

In striking the right balance between immediate economic stimulus and medium term fiscal sustainability, the most urgent step will be to counter properly the looming fiscal cliff, as temporary tax cuts expire and deep, across the board spending reductions kick in automatically. I mean, people toss around sustainability, but we have to figure out what sustainability is.

I would not listen to those who advocate excluding investment from fiscal deficits this would only offer new incentives for creative accounting and unsustainable accumulation of debt. Instead, the emphasis should shift from annual deficits to debt sustainability.

In most advanced economies, aging populations a serious problem in Europe and Japan exacerbate the problem of fiscal sustainability, as falling population levels increase the burden of unfunded public sector liabilities, particularly social security and health care systems. Low or negative population growth also implies lower potential economic growth and therefore worse debt to GDP dynamics and increasingly grave doubts about the sustainability of public sector debt.
