Investment in China s manufacturing sector was low in December, but infrastructure investment improved slightly. As such, fixed asset investment for the month will remain the same as that in November.

The fixed interconnected pipelines lock producers and consumers in a near exclusive embrace. Diversification in natural gas transportations is a long term cross border asset development proposition requiring enormous investment and political commitment on a multilateral level.

Currently, the investment section has six investment officers who cover global equity markets and fixed income investments.

Investment strategy is simply the long term allocation of monies among the various asset types and investment markets.

Over the past decade, real estate investment in China has been the single most important contributor to fixed asset investment growth and therefore, to the economy. Indeed, since the late 1990 s, the real estate investment to GDP ratio has been far higher than it was in countries like Japan and Korea during their high growth periods.

A stimulus package of less than prudent fixed asset investment, adopted in response to the 2008 global financial crisis, sustained 9 GDP growth for two years. But, after 2011, stimulus turned to macroeconomic tightening, causing investment growth to plummet from a nominal rate of over 30 to about 10 recently.

Some of the differences will be resolved with the implementation of the fixed asset module, which is in progress.

In the old days, when communist central planning suffocated China s economy, fixed asset investment was the regime s measure of economic progress. The more tons of steel produced, slabs of concrete poured, and gallons of crude oil pumped out of the ground the better.

Moreover, as debts grow ever larger, banks willingness to lend will decline, driving debtors to the unregulated shadow banking sector, where interest rates are extremely high, for their liquidity needs. The rising cost of financing will further undermine fixed asset investment (and thus economic growth).

The Board also recommended that UNRWA adjust note 14, Other fixed assets, by 4.7 million to reflect the differences in asset values.

Circumstances have forced more and more investors to look for new investment opportunities by adding unconventional asset classes and applying new investment theories and technologies to meet their investment requirements.

Thus, China did not suffer a severe recession as occurred in Japan, Germany, and elsewhere in emerging Asia in 2009 only because fixed investment exploded. And the fixed investment share of GDP has increased further in 2010 2011, to almost 50 .

The key to restoring China s GDP growth is, therefore, returning fixed asset investment growth to at least 25 . With a new round of stimulus, China s excess production capacity and underused outlays (for example, built up real estate assets) could be mobilized immediately, restoring 9 annual GDP growth.

In 2005, China was experiencing currency appreciation, which, as other fast growing economies in East Asia have demonstrated, can stimulate the government and businesses to pursue structural reforms and industrial upgrading. But the subsequent increase in official fixed asset investment which rose by 32 in 2009 alone delayed structural reforms, while over capacity and a real estate bubble became even larger and more deeply entrenched problems.

Ultra low interest rates lift asset prices in two ways they increase the present value of the future income stream of a stock or a fixed income bond and they make credit and property purchases more affordable. So asset price inflation is likely, and policymakers will have to contain it through regulatory tools, such as credit limits.

For example, institutional investors, especially insurance companies and pension funds, have suffered badly. They are major holders of fixed interest securities, and their investment income has fallen sharply.
