Among them is that the Council consists of both permanent and non permanent members and that the permanent members have certain privileges, most notably the veto power.

That African position stipulates that two permanent seats, with all the privileges including, I stress, veto power and five non permanent seats, should be granted to Africa.

That Position holds that two permanent Security Council seats should be allocated to Africa, with full privileges, including the power of veto, in addition to five non permanent seats.

We collectively maintain that the African continent, which has been underrepresented for so long, deserves two permanent seats with veto power and five non permanent seats on the Council.

Unlike the situation with regard to non permanent Council seats, increasing the number of permanent seats involves sensitive and intricate issues, such as the criteria for selection and eligibility for the veto power.

We do not buy the argument that it may be difficult to ask for permanent seats with the power of veto because the present five permanent members have no wish to enlarge their club.

Although we understand the opinions advocating an increase in the number of permanent members, we believe that the coexistence of permanent members that have the power of veto with permanent members that do not, plus non permanent members, runs counter to the concepts of equality among States, geographic and cultural representation and international participation.

The projects for 1997 included emergency power generation, road and water supply rehabilitation, a permanent volcano observatory, school expansion and factory shells.

But that alone is not enough, because as long as effective power in the Council rests with the permanent membership, the interests of the developing world will not be promoted or protected unless developing countries are made permanent members on a par with the present permanent members.

We are, however, aware that some permanent members of the Security Council are reluctant to give up the veto power at the moment.

By contrast, if they are not to have such power or do not seek it, they should explain their rationale for claiming permanent seats.

The seekers of special privileges and power masquerade as the champions of the weak and the disadvantaged, asserting that the special privileges they seek will make the Council more representative and will neutralize the power of the present permanent members.

We know that without the right of the veto new permanent members would have no impact on the course of events and would be unable to influence the power relationships within the Security Council, which would continue to be dominated by the five existing permanent members.

There is also a need to review the use and extent of the veto power, and whether there should in fact be any new permanent members of the Security Council.

At the outset, my delegation would like to restate its full backing for the African position requesting two permanent seats with veto power and other non permanent seats. The request is just and has the full support of Lebanon and the Arab Group. I would like to recall that the Arab paper, distributed by the Permanent Representative of Bahrain in document A AC.247 1998 CRP.2, backs fully the principle of geographical rotation of permanent seats.

We have long supported adding new permanent and non permanent members, including Germany, Japan, India and Brazil as permanent members, as well as increased permanent representation for Africa.
