A treaty reporting project is being implemented whereby an international technical adviser will work in Afghanistan with national staff in the Ministry for Foreign Affairs to advise and assist the Government with its initial reports and to help build permanent reporting capacity within the Afghan administration.

This ensures an official reporting procedure that complements the regular contacts between project officers and other staff members involved in operations and the donors' authorities at all stages of the operations from design until evaluation.

However, assistance from such donors places additional capacity burdens on the aid recipients particularly the need to acquaint themselves with and reconcile conflicting donor priorities and to project logical frameworks, accounting procedures and reporting formats.

Subsequent to the monitoring and reporting of reductions in anthropogenic emissions, CERs resulting from a small scale CDM project activity during a specified time period shall be calculated, applying the registered methodology, by subtracting the actual anthropogenic emissions by sources from baseline emissions, and adjusting for leakage, as appropriate, in accordance with appendix B for the relevant project category.
