A performance recognition system that rewards excellent performance, both of individuals and teams, will be launched.

There was widespread recognition that the success of a performance management system requires that there be consequences linked to different levels of performance.

Therefore, a viable performance recognition programme is an integral part of the overall human resources strategy and is linked to the Organization s performance management system

The model curricula provide the centres with a benchmark of the level of academic performance needed to meet the standards required to achieve international recognition.

26. Accordingly, the Secretary General recommended that a step by step approach be taken, in consultation with staff, towards the introduction of performance recognition measures.

The system is, however, not yet sufficiently established throughout the Organization to support a Secretariat wide performance recognition system or a system of monetary awards.

The credibility of any performance appraisal system is based on the proper identification of superior performance and its subsequent recognition, as well as the early detection of performance that does not meet expectations, in part or in full, and the subsequent implementation of measures to improve this underperformance.

(h) While any performance recognition system must be implemented in the context of the performance appraisal system, it is essential that the new PAS be sufficiently well established throughout the Organization before a Secretariat wide programme is introduced.

45. While adopting a phased approach to the introduction of awards or bonuses, the Secretary General would wish to underscore that any programme of performance recognition must be aimed at improving morale and productivity and enhancing overall organizational performance.

44. In the context of the Secretary General s efforts to introduce a performance based culture, a significant step has been taken with the introduction of a new performance appraisal system, which ultimately must provide the basis for any system of recognition and rewards.

The General Assembly, in its resolution 51 216 of 18 December 1996, requested the Secretary General to make proposals on the possibility of introducing a system of performance awards or bonuses, in the context of the performance appraisal system, to a limited number of staff in recognition of their outstanding performance and specific achievements in a given year.
