According to the administering Power, the French Foreign Minister proposed that China initiate negotiations on an agreement that would accord New Caledonia and French Polynesia the status of approved tourist destination for Chinese visitors.8

In an effort to stimulate Chinese tourism to Guam, in 2004, the Government continued to seek approved destination status for Guam from the Chinese Government and simultaneously pursued the approval of the United States Government for a Guam only visa programme for direct flights from China.
