The list of deliverables was not updated after September 1994, even though new tasks had been added, rendering the list of deliverables irrelevant for the purpose of monitoring the execution of the work. In addition, the work plan could not be used to monitor the implementation of IMIS since it was not updated after March 1995 (see paras. 62 and 63).

20. Deficiencies in the original specifications of IMIS and delays in the acceptance of deliverables because of a shortage of qualified staff contributed to time and cost overruns (see paras. 79 and 80).

In such cases, that entity has already been informed, and will work with other relevant parts of the system as necessary to prepare further proposals for General Assembly consideration, implementation plans and other deliverables as necessary.

In paragraph 551, the Board recommends that the Administration take into consideration such requirements as price increases, not to exceed limits, additional deliverables and delivery schedules, and ensure that vendor performance evaluations are prepared prior to the extension of contracts.

Finally, UNOPS also monitors the weekly activities of each initiative to track performance against scope, deliverables and timing and to address issues identified by the executive sponsors and or initiative leaders, and reports to the steering committee of the transformation programme.

30. The Board remains concerned at the use of task orders for implementation related activities and recommends that the renegotiated and amended contract include an updated list of deliverables (including implementation related activities) as well as an updated work plan.

In February 2002, the Government released an action plan to reform and improve the health and social services system that identifies 45 action items with specific deliverables and timelines for improvements in services to people, support to staff, system wide management, support to trustees and system wide accountability.
