It's about disillusionment.

So, after all the celebrations of European enlargement, we are left with a predictable set of problems a union of countries with very different views on everything (from foreign policy to labor market policies) and different economic interests widespread disillusionment among voters in the new member states a constitutional process whose future is uncertain and all the usual political wrangling in Brussels between countries seeking to get as much power as possible.

We all recall, however, that only a couple of years ago ironically on the eve of the Organization apos s golden anniversary there were ominous clouds of disappointment and disillusionment on the horizon. As the Organization came under a barrage of harsh and often destructive criticism from different quarters, there was a sense of uncertainty and doubt about the Organization apos s ability to change and to adapt itself to a post cold war world.

I should also like to pay tribute to his predecessor, Mr. Hennadiy Udovenko of Ukraine, for his valuable contribution to the work of this Organization and its reform process. After the euphoria following the end of the cold war, a period of frustration and disillusionment set in. It has therefore not always been easy to remain optimistic while experiencing everyday realities. Indeed, the profound changes that shook the world left it poorly prepared to deal with old or new challenges.
