The Saharan people had suffered in refugee camps under foreign rule for almost 30 years.

Those exceptions to the general rule of foreign State immunity were widely recognized and had worked well.

However, the Home Rule Act has created cooperative procedures serving to accommodate the interests of Greenland and to alleviate potential conflicts of interest between Greenland and Denmark in matters of foreign policy granting the Home Rule Authority a number of important functions of an advisory, representative and executive nature.

That right was applicable to peoples under colonial rule or foreign occupation, however, and should not be used to encroach upon the sovereignty, territorial integrity and political unity of a country.

The existing rule 8 would be renumbered as rule 8.2.
