(h) Enhance bilateral, regional and international cooperation to address illicit international trafficking in forest products through the promotion of forest law enforcement and good governance at all levels

Also emphasizing that implementation of sustainable forest management is also critically dependent upon good governance at all levels,

(n) Review and, as needed, improve forest related legislation, strengthen forest law enforcement and promote good governance at all levels in order to support sustainable forest management, to create an enabling environment for forest investment and to combat and eradicate illegal practices, in accordance with national legislation, in the forest and other related sectors

Good governance, with a clear articulation of the principles of environmental and social responsibility, are prerequisites for sustainable forest management.

Concerted efforts to foster good governance and achieve effective forest law enforcement will help to create the necessary enabling environment for sustainable forest management to contribute towards achieving the internationally agreed development goals.

(c) Continuously supporting coordinated efforts, such as the forest law enforcement and governance processes, in regions where the problem is greatest

Building on international and regional activities, cooperation has extended to areas such as developing forest policies, plans and programmes building capacity for effective forest management good governance and forest law enforcement use of satellite data and mapping participatory management and intersectoral coordination within Governments.

Regional initiatives, multilateral and bilateral cooperation and agreements also have a significant role to play in strengthening forest law enforcement and governance.

High level regional conferences on forest law enforcement and governance in Africa and Asia have explored ways for Governments, non governmental organizations and the private sector to combat illegal activity and promote good governance.

Forest applications include forest area estimation and mapping, forest monitoring, forest fire assessment and forest management.

Action taken to combat illegal trade has included the initiatives undertaken within the framework of the various forest law enforcement and governance processes.

Some point out, however, that deforestation and forest degradation continue to occur and that an effective legally binding agreement will improve international governance of forests.

(j) Noting the role of good governance, clear land tenure arrangements and cross sectoral coordination in achieving sustainable forest management and legally sourced timber exports

During the high level segment there is an opportunity for the Forum to consider further key forest law enforcement and governance issues at the global level.

The Forum has been supportive and actively liaising with these partnerships, including the Asia Forest Partnership, the Congo Basin Forest Partnership, a number of forest law enforcement and governance processes, the Model Forest Network for Latin America and the Caribbean, the Ministerial Conference on the Protection of Forests in Europe, the Montreal Process, the Amazon Cooperation Treaty Organization, the Tehran Process and other regional criteria and indicators related processes.

The round table on forest law and governance for sustainability was moderated by Judith Bahemuka, Permanent Representative of Kenya to the United Nations, who made an opening statement.

Forest operations and the forest industry provide employment and income to millions of workers and forest dwellers.

Since the first session of the Forum, two regional Forest Law Enforcement and Governance (FLEG) ministerial processes have been initiated, in Eastern Asia and the Pacific, and in Africa.

At the 12th meeting, on 27 May, the Forum had before it a summary of the round table on forest law and governance for sustainability, submitted by the Chairman.

(y) Enhance access by households, small scale forest owners, forest dependent local and indigenous communities, living in and outside forest areas, to forest resources and relevant markets in order to support livelihoods and income diversification from forest management, consistent with sustainable forest management.
