Setting clear objectives for international forest policy and linking sustainable forest management more closely to the internationally agreed development goals are avenues that warrant careful consideration at the Forum.

Where there are extensive areas of public forest, the focus has been on setting concession rents and royalty rates to reflect market prices.

Forest applications include forest area estimation and mapping, forest monitoring, forest fire assessment and forest management.

Within an informal setting, initiatives have covered an array of discussion topics extending from institutional and legal options on forests, the application of the principles of sustainable forest management, and social and gender aspects, to forest economic perspectives and environmental considerations.

They are also responsible for determining national priorities, policies and targets for sustainable forest management as well as for setting up a process to implementing it.

The most prominent ones are included in the law on forests, which punishes the accidental causation of forest fires with terms of imprisonment of up to five years and the intentional setting of forest fires with imprisonment of up to 15 years.

While forest biodiversity continues to decline as a result of deforestation, forest degradation and associated fragmentation of forest habitats, strong efforts are now being made to reverse this trend by restoring the forest functions in degraded forest landscapes.

Several participants stressed that setting global forest goals in this regard may serve as a catalyst for action at all levels and stimulate countries to set their own target to fulfil this commitment.
