The brain drain from developing countries that has resulted from the free movement of skilled labour while the movement of unskilled labour remains restricted has led to increased inequality between countries and regions.

But free movement of labour across manufacturing activities hinges on a number of factors.

Some participants observed that the movement of labour across countries was increasing substantially and that the policies on mode 4 movement of labour to supply services needed to be further examined in WTO discussions.

In fact, there is an increasing worldwide movement against child labour.

In addition, genuine liberalization of trade must be broad and include the movement of labour across national borders.

CARICOM aims at achieving full labour market integration and is progressively implementing the free movement of people.

The violations include extrajudicial and arbitrary executions (not sparing women and children), rape, torture, inhuman treatment, forced labour and denial of freedom of movement.

In addition, it is crucial to remove external factors that limit the scope of globalization. One of the main contradictions in this regard is restrictions to the transborder movement of labour. Labour is one of the most important factors of production, but its international movement is subject to increasing restrictions. In some countries, such limitations have recently been intensified.

Thus, recognizing the importance of creating a world wide movement against child labour and placing child labour issues on top of the global agenda, ILO is actively participating and contributing to the international debate on child labour, such as the international conferences in Amsterdam, Cartagena de Indias, and Oslo.

There is only limited substitutability between technology and labour, and temporary movement of natural persons retains its importance for developing countries in trade related to distribution.

In Tajikistan, a landlocked country, those difficulties concerned access to investments, markets and modern technology, closed borders and barriers to free movement of goods, services, capital and labour.

Rapid globalization, since the beginning of the 1990s, brought to the fore various new instruments for financing for development, while opening up borders for the movement of goods, capital and labour.

We need to formulate a positive and workable agenda for ensuring that globalization promotes equity and benefit for all. An integral component of the globalization process is unfettered movement of the factors of production, including capital and labour. We need to encourage migration of labour in order to ensure balance in globalization.

(d) Rebel armed groups. They include forces of the Sudan Liberation Movement, the Justice and Equality Movement and the Movement for Reform and Development.

There is also the questions of freedom for movement of capital and the freedom for movement of persons.
